In this paper, we introduce a definition of groupoid in topological vector space and discuss some of its properties. Also, we prove that the set of homotopy classes of paths in topological vector space is  a groupoid in vector space. Further, we define the category of topological vector space coverings of Xand prove that it is equivalent to the category of covering groupoids of the groupoid in vector space  We also prove that the topological vector space structure of a groupoid in topological vector space lifts to a universal topological covering groupoid.
