POLICY EVALUATION OF OCEANOGRAPHIC EARLY WARNING SERVICES

Abstract:
This paper provides an economic evaluation of a marine early warning program that is characterized by the adoption of an operational forecasting system for the Mediterranean Sea. The exercise is anchored in the use of contingent valuation surveys, examining the end-users’ attitudes and interests on this product. The resulting monetary estimates seem to give unequivocal support to the contention that a forecasting system for the Med has a significant, positive net value. Nevertheless, from a policy perspective the present values should be regarded as a lower bound since it limits number of end-users (mainly fisherman) and this way ignores a wider range of marine, public benefits, including the reduction of environmental losses due to natural hazards. |
