STRATEGIC MANAGEMENT OF SERVICE QUALITY INNOVATION IN DUBAI: A COMPARATIVE STUDY OF GOVERNMENT AND PRIVATE SECTOR ORGANIZATIONS

Abstract: This paper adopted a mixed-methods approach. Data collection was done through a structured questionnaire distributed to the sample of employees working for government, semi-government, and private sector organizations in Dubai. A total of 450 responses were obtained. The organizations in government, semi-government, and private sectors invest in aligning strategic planning with service quality innovation plans and direction. This research has proven that the public sector in Dubai performs better in terms of innovation in service quality compared to the private sector and the semi-government sector in Dubai. Furthermore, the link between the strategic management of innovation in service quality and key operational performance indicators was proven to lead to an increase in the level of quality of the services provided by these organizations, as well as an increase in the level of innovation among the employees of these organizations.
